mircea_popescu, i.e. because it must be well-thought out, detailed, and edited, with supporting arguments. It is quite a bit of work to do an internal design proposal for these reasons.

mircea_popescu, unlike the NSA which tends to hand-wave as they propose certain specific vulnerabilities without giving reasons, my reasoning is stated. This is part of why it is a bit difficult to prepare the proposal in full and I don't do it except if an initial offer is accepted.
