the best and most general formulation of
the limits placed on governments (all, no exceptions) by
the social contract is
that
they may only act for cause (ie, react). agency is strictly reserved
to
the individual, and in
that
the individual is superior
to
the state, ie, more of a person.

today attempt exactly
the same magic. "science" is now supposed
to be
the will-less, intention-less, choice-less engine
that allows government agency without sin. at least in
theory.

this constructed agency which was somehow magically devoid of will, intentionality or choice. obviously a lame duck (even
to
them), but otherwise
the problem is irresolvable.
